To develop, promote, facilitate, and otherwise make available educational and skilling programs, training, and training materials, methods, advice, job training, skill development, vocational courses, recruiting, guidance, training to earn their livelihood, support and related services and to co-operate with, encourage and support others in doing so, and by encouraging partnership and stimulating the market, to bring together the public and private sectors to open up new opportunities to meet the needs of potential learners specially for weaker and poor section of society.
